No, I didn't watch the replay. It's a T4 ability, it's not a bug. Balance issue maybe, but not a bug.

i noticed while playing my brother that with lightning war ur reinforcement timer is the same as ur opponents...is it supposed to tell u ur opponents reincofcement timer? my units dont need to wait for it..it just shows it for some gay reason

I don't think you are seeing their timer, you are seeing yours as if you didn't have Lightning War...

With offensive operations the displayed timer is halved showing you the real time you have to wait.
