what are the conditions under which this can be activated?  Because right now it won't let me activate it.  I had 3 action points, tried moving to axis war theater, made no difference, so moved back to the territory I was on.  Still have 1 AP left...

The war theatre grants an extra card if performing a warmap action (Attack, Defend, Raid etc) on or against one.
