Patch R020 - Hotfix

General
- Repair units should now universally be 2 pop in game

American
- GMC target priorities changed

Commonwealth
- Scottish infantry modified
- Black Prince health set to 900
- Black Prince reload set to 6 (from 7.5)

Wehrmacht

Panzer Elite
- Stummel reload set to 4.0-4.7 (from 3.5-4.0)
- Stummel penetration vs light vehicles reduced.

me and few other players can't create american coys. launcher keeps crashing
