When i hold fire on allied sniper and press  A and on ground he attacks tanks and vehs when there is no inf nearby ,  does not happen with axis sniper so i figure its a bug.

A is attack move, so he'll shoot at anything near him.

G is attack ground.

axis sniper does not attack tanks vehs on A

Allied sniper has a small chance to immobilse the vehicle it shoots at.

Noted,
WM sniper was doing it too, but both only did it vs some vehicles.
