Field Repairs Bug

1st game, no doctrine purchases, I had unlimited uses of Field Repairs as an US Armoured commander.

I assume it's unlimited, I used it 3 times and it still had more uses.

Personally, I think it's compensation for wasting 10pp before the reset, but either way this needs fixing before cries of exploits go out...
