why can't i connect to EIRR login server?

What happend:
after the game, in launcher and joined game and suddenly freezes up so shutdown launcher and tried to login...

"cannot connnect to server. plz retry later."

& computer991 tried to help me through remote
reinstalled, restarted. did everything.

but doesn't works at all

ARe you attempting to run as an Administrator for Either Windows 7 or Vista? Right Click>Run as Administrator

i fixed, matter was "text service and language"

Microsoft Office IME 2007

so Default should be Microsoft Input

not IME or something else.

can be occured at non-english-cultures maybe.
