I think it increases cooldown(so longer to shoot) and increases accuracy?

It restricts movement by 1 speed but your accuracy is applied as if you were standing still. So there is no moving accuracy Modifier.

and the reduced cooldown modifier is gone as well so thats a nerf but overall its still better dps

Its a passive aura.
