What does it mean? Is it the chance for a normal weapon to do a headshot? Couldn't find out the effects in Corsix.

From the obvious i'd say it means insta kill.

Yeah it can happen, I've seen a riflesquad instakill 3 men Grenadiers in green cover. The chance of that happening is like 1:10000.

Well heres a hidden bonus - Heroic armour KCH has no chance of getting headshoted by small arms too. The chances of mortar killing herioc armour KHC is less too.

And to add onto to that, at red health normal infantry WILL die from a mortar. At red HP KCH has 50% chance of no critical being done :O

Then there is no headshot crittical? Always seems there was.... I once had 2 near full health volks soldiers die in just 1 rifle shot volley...
