Possible, but that would mean players can't detect when their enemy is building a propaganda tower. or attack the tower under construction. there would just be a timer and then the tower spawns at the end, like with mines.
having it like this also has an advantage for you tho: you can build the towers with any volks squad you bring on. doesn't have to be the one you bought them on.
