Explanation plox? As it is they detonate on impact so sticking wouldn't change anything. Does it make them become thrown like stickies, where they can never miss and have a timer?

It means they'll function like stickies -> if you manage to get one off it will be a guarenteed hit.

Tier three actually. I don't like the other T3s all that much anyhow so I'll end up getting it and tankbuster camo because I already use AT nades a lot.

AT nades do impressive damage, so having them always hit is really handy for 20 munitions
