I've played a couple of maps with Hills , there is a mod out there i believe that is about

Afrika corp its pretty neat, lots of flat sand dessert & cliffs and canyons. 

except it doesn't make a difference beside making it look neat and harder to spot units right away on the hill. 

advatnage for people on higher ground = harder spotting, disadventage (idksometellme)

i wish there was a way to change the LOS, so you can't just be on one side of a building and see units on the other.

Advantages for High ground:
Farther Sight, Farther range. Less dead ground(depending on height and terrain features) No shot blocking features. No Radio interference(transmission blocking)

Disadvantages for High ground:
Easier to spot, Predictable location, Potentially more dead ground(depending on terrain features) No shot blocking features(enemy artillery) Tank cannons have a limited Down angle

interesting but its pretty hard to guess at times where the high and low ground is on maps. I always thought mcgahens was a low flat map. But its hilly bocage.
