No...an upgunned churchill can still beat an immobilized tiger if the tigers gun is gone just by poppin it in the back but a mortar will just take a long time.

KT health = 2000
KT w/ skirt (metaphorical, of course not real but just a joke ofc) = 25% less dmg so we only got 15 dmg coming in
then KT w/ Skirts and German steel 25% more health = 2500 health
so that's 167 shots that it will have to fire to kill that KT, that is if it penetrates every time though because GS gives you 15% less penetration so then there's only an 85% chance of penetration...
