You have a 25pder or priest on the field while using Victor Target?

For me it worked a few weeks back, but its not really worth 140mun.

You have brits selected as a faction when you started?
Did the captain keep line of sight, or was he shot etc?

It's a pretty useless ability in the long run. Not worth the investment of either PP or Munitions; makes much more sense to just invest in another officer with FOO

ugh, can someone check to see if supercharged rounds (50% increase in the range of the 25lb) is working. Currently, it doesnt seem to be working, although maybe I was just expecting a greater range increase. Also, dont forget that battalion HQ needs to be fixed.

The 25pdr just needs a range buff and price increase tbh, it's terrible without the doctrine ability to make it shoot farther.

Well.... victor target allows it to ignore that. It's just that it's very restrictive cost wise to have an ability (well half of one) not only take two units on field, but another 140 munitions.

Comparing FOO and Victor target:

Cost: Same at 140 munitions
CD time: Same at 8 minutes
Accuracy: FOO is more accurate
Utility: FOO requires only 1 officer, Victor Target needs an arty piece and an officer.

imo Victor target either needs to be cheaper, or the CD for victor target needs to be reduced.

Side note: Why is FOO for LT 150 mun and FOO for captain 140 mun? Shouldn't it be the same at 140 mun?

Im aware of that, Hull Down is too e.g., yet it still costs mun for being so powerfull.
(In my opinion a price of 100Mun would be appropriate for Victor Target)

I'm not saying that LT FOO should be free, I'm asking why the captain one costs 140 mun and the LT one costs 150 mun. What on earth is the 10 mun difference supposed to mean? Is it just a forgotten pricing plan?

I think its the increased availability of FOO.
Just like the cost incremental on offmaps, the more you buy the higher the costs.

Same applies here i guess, for having multiple FOO, beside the usual one on a cpt, you have to pay a bit more.
