Company set up problem

So now that the Americans have armor and Wher have Defensive I decided to give the American Armor a try, so far so good. But as soon as I try to set up a Company no matter what I do its not accepted. I have the same problem with the Wher defense, but as soon as I switch to terror or another doctrine that hasnt been completed and I can create a Company with no problems. Don't know if anyone else has experienced this, but I want to fix it before all the doctrines come out and I cant use any of them.
