You gave yourself resources didn't you?  I track that and if you abuse it, I punish you.  If you spend more manpower or munitions during the course of the game than you started with, you are punished with heavy usages:

Updatating resources... CompanyID: 210, MP: 20000, MU: 10000
Deducting Reinforcement Cost... companyID: 210, cost: 490,0,0

Meaning I subtracted 20k MP, and 10k MU because it's impossible for you to use more resources than you started with...
