I think 25 % penetration to wiberlwind's weapon is useless. Why? In most cases, even in some light vehicles it has above 50% and even 0.01 to penetrate. It is anti infantry vehicle, so maybe you will change it to i.e 15% less received penetration or 10 % buff accuracy for weapon
