What about giving skill for crowd control to defensive/SE. Terror has marksman, blitz storm that deals quite good dmg against blobb of units. So here are my 2 cents

Stop their advance!
It is sector arty, but shooting more frequently, dealing no damage, supressing inf and slowing enemy tanks, 30 sec. duration, shell every 2-4 seconds

Pin them down!
Giving ability to deal supression for lmg 42 like in bars case+ you need to pay it.

or

Wall of fire- same as creeping barrage, but instead of going one by one, all shells in square will be exploding in one time for 10 sec., only in friendly territory+in line of sight (if added to arty, less range, it is defensive skill, not rape machine)
