I have the top and middle T3, but it doesn't seem like the passive buff works on tanks. For that matter, I can't tell whether the buff is working at all whether it be directly with supervise ability or the passive aura. Can someone check to make sure this ability is working properly in all regards?

The buff seems to be working to some extent because if you go near infantry, you get the Thunderbolt in a circle when you go near infantry. If you're using an officer with your first call in, when all the upgrades hit your units, walk away from your troops and walk back towards them and they should get the buff
Don't know if it works with tanks or not though *ponders*.
