i was just trying out out the fatherland defense and then i noticed something: the mortars and hmgs are taken from vehicle pool instead of support.

is this supposed to be that way? i never knew that MG crews were androids..

No, that's a bug.

I have a question regarding the ability, are the 4-man HMG and Mortars available, as in have they been coded into the game yet?
