I imagine its a way to decrease the defense of an adjacent sector without fighting in it, but you should test that for everyone

Raid reduces Defence of a sector (At 50% of what an attack would do), and reduces the MP, MU and FU supply of that sector by total Attack amount (50 base, +5 per adjoining sector +10 per 'Strategy' point previously done) - so about 5 MP, MU and FU per battle.
