Panzer 2s don't get it and neither do Jagdpanzer 4s at least from last time I checked. Unless someone has changed that recently I don't think blitzkrieg work on most of the vehicles.

blitz ability works on jagdpz IV, they can get the dual ability as well but i don't remember if they can shoot during repair coz it was a long time since i use them.

That's what I said, they cannot. PE units are not affected by WH repair upgrades. |

Wespe, Nashorn and Elefant are PE units so they are not affected by Wehr abilities, upgrades or doctrinal buffs.
Can you stop spreading bs please? Elefant and Nashorn are definitely affected by wehr doctrinal buffs. Just like PE doctrine buffs (except APCR) work on the Tiger Ace. It's weird that Blitzkrieg does not work on them, it should. You spend 840 fuel on an elefant and then it does not benefit from your T3 unlock? This kind of stuff is just bad and just shouldn't happen |
