1. Should only be requiered for red smoke offmaps (sending a scout unit to have a plane scout an area is kinda silly, isnt it?)

1. Nope, not silly at all. If you want to recon something you will need a radio man on the field to call in the coordinates. It will cost you pop for the ability and the ability will be endless until the unit is killed or pulled off the field.
2.) Not really sure what your question is. I think what you are asking id this scenario:
You are Axis attack. Before you come on the field you want to recon the allies position to see what you are up against.
If that is the scenario, then you will now need to bring on either your radio man first, or a bike.
