Cannot register in the War Control Panel

Whenever I go to fill out the War control panel I fill in all my information, except the Doctrine list is blank. When I press submit It tells me to pick a doctrine,  but I can't since the only choice I get is a blank.

There is a drop down menu, just click onto the arrow / field

I'm using firefox. I use scriptblocker as an add on, but forgot to unblock this site. Sorry my bad.
