the item did not exist in a balanced multilayer environment in Vcoh.

They were in the Tiger Ace campaign, where the purpose they served was to bounce off of your Tigers armour. In the second mission where your crew abandoned tank you could also pick them up.

They are in the Tales of Valour campaign Relay, but thats the only place they are
