Bren carrier 2 repairs

I got the commando reinforcement pack with bren carriers. For some reason when it's done repairing I get a cool down timer with another chance to repair later.
Is this a bug or am I overlooking something? And do other units pocess this odd ability?

Most light vehicle units, including the PE IHT, and also the PE healing car have this bug when more than one instance of this vehicle is deployed on the battlefield(you've had 2 of them on at once).
