Sorry, but I do a simple comparison:

Shoot and scoot -10% reload
( - 7% off time between shots IF you are in range of the enemy with tracking turret the whole time)
affects basic tanks

Improved barrels +12% range.
(you outrange all tanks and always get first shot)
Affects All axis tanks including Tiger

Nerf one or buff the other. Very simple.

Or maybe move one to T3?
lets agree that moving them from tiers also counts under the category of nerf/buff.

if u read the patch notes from one or two patch ago it is said that improved is going to be moved to T3
also the 12 percent on tanks is around 5 rang.. not too big of difference. understand that all the armor abillitys stack very nice with each other.

The 5 range allows you to kite all Allies inf better, however i consider it nothing compared to when a Vet2 P4 also got the bonus.  back then the +10 range stack made them amazing, almost better than tigers.

And blitzkrieg is not meant to focus on armour entirely, like armour doctrine.  It's meant to focus on extremely fast paced whermact fighting, which to me is completely different to most whermact play.  This involves using pumas and lighter tanks rather than slow stormtroopers and snipers creating an invisible army.

Armour doctrine in the end will have quite amazing tanks, but remember, they're stuck with Rifles and stickys as their only handheld AT (besides 2 squads from reinforcements).  Paks will be their worst nightmare with absolutely no offmaps, and killing their super armour.  All axis need to do is keep their paks/Marders/HTs in action and destroy a few vehicles, like with Airborne companies where once you destroy their airborne, the rest is pretty easy.

-10% reload is T2 exactly.  Reload is fantastic for tanks and i wouldn't change it as a T2.

They would stack nicely if they were significant.
Tungsten tipping is the only really nice one. The thign about def bonuses is the more you get shot the more it pays off. and if you take more hits than you dish out don't use the units much.

Thats why HEAT>German Steel. unless you use your KT as a giant shield with a gun.

The longer a vehicle lasts, the more shots it takes, and the more shots it dishes out.  I don't understand the reasoning in your last post.

Some people are better at keeping things alive, others are better at dealing damage.  I can do fairly good micro for short periods of time, but not for very long, as my macro suffers terribly.  Thus, for me, it's better to have a glass cannon than it is to have a monster of a KT.

Other people (Wildsolus comes to mind) are better at doing a lesser amount of vehicle micro with less damage to their macro, but it also means it's taking more hits.  For him, keeping the tank in the fight is more important than raw damage, so german steel is probably a better option for him.

I agree, frankly.

I rather enjoy the Armored Company as it is now.

The problems with blitz's doctrine abilities and other doctrine's abilities lies with blitz..it needs to be toned down to match the other doctrines...not buffing every other single doctrine to match it otherwise we have out of control super doctrines everywhere..
