Officer can't Supervise

I just played a game, and my Officer couldn't Supervise.

The icon wasn't on the UI, and pressing the hotkey (S) didn't work either.

Are you sure you haven't got the doctrine choice that makes the officer supervise everyone around him all the time?

No I don't have that unlocked. He didn't supervise any units near him, anyways.
