last night I was playing a game vs 2 RCA players(I think), as TD with Terror, and at one point we had 43 pop as Axis.  I think Battalion HQ was responsible, but not sure.

Were you attacking? Cause you get +3 popcap if you are.

Check patch notes, that's the +3 from attacking you get to give you the attacker advantage of numbers to overcome defended and well-prepared positions.
