I have been scowering tutorials and messages, i just want to know the basic difference between making an EiR map vrs a normal game map.

you obviously don't need resource points, but should you put them in just to help make the sectors?

starting positions do you need to specify the HQ still?  or just the map entry points?  what about map exit points do you have to specify them, or does it just use the entry points?

more questions to come as these get answered

You need starting positions (those grey HQ things) and map entry points for all players involved.
You do not need to build out a "base zone".

Sectors can simply be made with just strategic points/manpower/fuel points.
Any resource point works.

No map exit points required.

On making sectors, I suggest putting in a few fuel and munitions points as well.  It won't make a difference when you play it with EiR, but it will make it easier to do a little skirmish vs AI using vCoH (which I recommend doing periodically just to make sure everything works right).
