The "new" T3 "Sector artillery" has been changed to the old RCA Earthshaker but:
-It has the long initial cooldown of sector artillery
-It can only be deployed in friendly/neutral territory
-It retains the super long recharge of sector artillery
Basically this T3 has the disadvantages of sector artillery and the disadvantages of earthshaker all combined at once, making it hard to use. If it's meant to be earthshaker, remove the above 3 sector artillery-related limitations.

You can activate it in your own territory now. Sooner or later it will be changed to be unique anyway.
