Its the AVAILABILITY system.

You are waaaay way over your Infantry and Armour pools.

If you lose any infantry, or any armour, and want to get back up to that point, you will need to pay PP *AGAIN* and *AGAIN* if you want to remain spamming those pool types.

It's been there for a very long time :p
Just adjust your company so that you don't go oversupply.
(You can go 'in reserve' just fine)
