What are they exactly? How do you get them? Are they free?

Yes they are free they are points given to you in order to even out the playing field when playing high level acounts. You can use them to buy Recons/Smoke/SupplyDrop depending on what you chose.

depending on how much lower your company level is than the average level of the enemy team, you get assigned a certain amount once everyone has clicked ready for supplies.
