[cw] croc churchill veterancy

vet 3 is listed as giving a +20% on weapon damage, but currently the bonus is apply_to_entity instead of apply_to_weapon.

I'm not sure if does actually loop back on itself and grant +20 on all its weapon or if it's just plain broken.

its probably apply to entity because it has two weapons, the 6pdr gun and the flame thrower.
