hi, i want to get my lvl 2 manpower advantage. but i cant. i got a red cross.

iam lvl 8.  and i can get every other things here. but not the manpower advantage. how can that be?

any ideas?

u can only have 3 tier 1, 2 tier 2, and 1 tier 3.
thats probably ur problem.

u mean doctrines? you can see on the left "(x)" how much points you have left to spent.

You probably already purchased the Tier 2 Munitions and Fuel. The only thing you can get now is the T3 MU or FU.
