This ability is a bit weak for a T3, considering the RE has a slightly lesser version of it at T2.

IMO it should provide (if it doesn't already) accuracy bonuses in Bunker cover and give all bunker variants an extra +100 or +150 HP.

G = garrison, doesn't that count for bunkers?

Don't think so, Units garrisoned in Bunkers use Bunker cover, which is different from Garrison cover.

Garrison and Bunkers are the same when referred to by doctrines.
Bunkers get buffed by Fatherland Defense.

-12% Incoming Accuracy is alot better than -10% Incoming Damage.

For Example, a Riflemen Shooting at A Grenadier In Heavy Cover will do 5 Damage. -10% Less of that is only .5 less damage. -10% Damage also doesn't really help much against explosions or tanks.

Incoming Accuracy lets you dodge explosions and tank shots. It also helps more when the damages are low, such as during infantry combat in cover.
