accuracy is huge on any weapon, including barrage weapons.

The troops have - recieved accuracy that means they can dodge the damage out right, remember tank smoke dodging v1's?.  

the mortar round itself has a % of accuracy attached to it for range  (not sure if that is range of AOE or range of shell from launcher to hit its target in your comment, i assume range from shot..).

To do its damage the mortar must roll a successful hit on its accuracy chart vs targets armor type + incoming accuracy modifiers.

So yes, the british mortar while having less range, and slightly less damage, SHOULD deal its damage more often on targets it hits then those of the other factions
I would assume the accuracy of AOE determine if the round actually do damage, else you would have see alot of duds Recoilless/schreck rounds (not counting deflects).

The reason recoilless rifle consistently hit its target is because it has a low scatter, and why you often see phased RR shots.
Shot that failed their roll will become stray shot that still hurt whatever it hits. A "missrolled" recoilless just tends to hit whatever the soldier was aiming at. Notable exception is that a miss rolled Recoilless will pass harmlessly through certain target, most famously the puma.

I think the AOE accuracy is only used if the weapon is an artillery type weapon. This is why you sometime see a stuh round landing in the middle of a squad and does nothing, but a tiger that lands in the middle of a squad will always hurts.
 
This would also explain why the 280mm nebel rapes infantry compared to the stuh. The stuh have low accuracy modifier against infantry which I guess affects its AOE accuracy, but the 280mm have 500% for all its accuracy radius.
