Error code 13

I was using the launcher and when It told me to update I click ok and it was downloading the file. When it was 2/3 done it gave me this error code 13 which says cannot update mod files. Please close CoH and try again. I don't have Coh running in the backgrounds but everytime I start it doesn't work.

1. Try to run it in Administrator mode (right click -> properties.. should be around there)
2. Try to replace it with http://www.europeinruins.com/eir/updater/eir_files/EIR_Launcher.exe
