yesterday i was playing a game i had a howitzer deployed and it a liablity simply because of the 2 minute cool down time.  2 minutes is way to long epecially considering that the howi is immoble and a easy target unless heavly defened.  I think that the howi's cool down time should be lowered to 75 or 90 seconds

actually i have been playing the howitzer extensively since the change and I have to say its smack on where it should be at this point.   It is much much more balanced that if they change anything on it, it will considerably go out of whack one way or another.

I'm a howitzer user...And i completely disagree.
I think its other artillery that should have increased cooldown.  Artillery non-stop spamming is never that much fun.  If you want howitzers that can fire more often, get Artillery Fortification.  And if thats not enough, build 2 howitzers.
It's fine where it is.

A howitzer not moving is no problem.  Defend it, and your howitzer also becomes a killzone for enemy infantry. Huzza

I as i said before i think Howi cool down time is to long especiallycompared with other types of artillery but increasing the cooldown time of other arty would also slove the problem

I use a howie a game usually and I think they are fine, my only complaint is there is no way to pull it off map, so you are stuck with that 8 pop cap, and if you are losing you can't pull it off to get more riflemen or something.
