Launcher Can't Start

When i try to start on the eir launcher it says, this file needs to be in th coh dict. but the file is already there in the folder.
Anyone has a prob like that and...?help?

My launcher is working correctly. Don't know what to tell you.

Is it your first time running the launcher?
