what is COH: Europe In Ruins? Is it a mod, a bunch of maps of all of Europe? is it a competition? please explain

Think uhm...

Warhammer 40k in RTS mode, you just can't have everything fielded at once.

Vetting up units takes longer, but they retain it battle to battle.

Looks cool! Can anyone of any skill level join? is it only 3v3? Do you get to pick what fraction you are?

You can pick what factions you want.

Any skill level can join. Be warned, you aren't going to do well for the first few battles until you vet/learn how to play.

3vs3 seems to be the norm, but any game size works.

Most frequent game type is actually 2v2, followed by 3v3.  1v1s are for practice only and don't count toward your score/veterancy
