Currently kettenrad for scortched earth is not very usefull. Firecracker mines are overpriced, can not kill, cause no criticals to tanks or vechicles.
It would fit scortched earth vision if firecracker mines would be on cooldown (~2 mins). You can imagine map accumulating mines over time in various remote areas, making not a big threat but still making advance more difficult.
This could become real scortched earth... mine fields and road blocks with arty raining on enemy constantly... just as we all imagine it.

I agree, either put em on a cooldown or make them cheaper, although I Got lucky with a firecracker and killer a sniper lol, first pops the mine then the sniper catches on fire running around in pain..

The only real effective way of using them is to have 2 right next to each other so a 6 man squad will hit both at once, then they get pinned and are sitting in fire.
