Could always move away from factional reinforcements (i.e. not explicitly British, U.S., Wehr and PE), and instead make them role specific - i.e. "AT Reinforcement", "Infantry Reinforcement", "Armor Reinforcement", "Support Reinforcement". Along those lines.
Then, for example, AT Reinforcement package could include PAK, ATHT, Marder... or 57ATG, M10, Bren MMG carrier.
Infantry Reinforcement package could be Rifle Squad, Tommy Squad, Lieut., Capt. or Grenadier, Assault PzGren, Officer, Muni HT
Armor could be Sherman, Churchill mkVI, Staghound, bren HT or PIV, PIV IST, Ostwind, IHT
Support could be .30 HMG, mortar, sniper, Tommy Scouts or MG42, mortar, sniper, mortarHT
The exact units aren't important - just the notion that it might be more flexible if it were role specific instead of faction.

I actually like Cryingwolfs suggestion, you could even take it further to make it mimic the doctrine trees to make reinforcements more of a tiered thing then an all in one package.
Think about it, in the first tier you could chose from different sorts of basic infantry (since elite infantry seem to be taken out of the equation).
Tier 2 could be support weapon choices, T3 light vehicles and T4 tanks. Availability would obviously be tweaked since they are reinforcements, but this would allow for more 'a la carte' system that should make everyone happy and create more variety.
An example would be.
T1 Tommies
T2 Sniper
T3 Bren Carrier
T4 Sherman

This could be interesting, going to have to think about this for a bit. Too bad emplacements dont work for americans and ami infantry dont get lt and captain buffs (i think, not really sure how to test it)

I can test it by giving the lt buff 500% damage increase or something, then running it with a rifle squad and seeing what happens.. if i get a chance i will.

Cool. Let us know how that works out, I'd love to know imagine a ranger with lt
One thing I do know is that if you have brits, the lt works for ami infantry but if ur ami its hard to tell if it works for them. Or we could wait for the american officer i've been waiting for my whole life. At the same time, gonna make it tough cuz i love the concussion nades now...and infantry need off maps and i love heavy weapons

The player gets a maximum of 4 unlocks of his own choice. Each unlock cost 25pps.

i really like the idea of not getting packages but single units.
but i doubt any pe player would for example get some pioneers that take up two unlocks.
if you got four unlock points to spend, maybe basic inf and support should be 1 pt, elite inf and light vehicles 2 pts, and tanks 3 pts.
and i suggest to leave the heavy tanks out of this. otherwise we'll see a lot more double kt/triple persh companies.
