The repair ability next to the field repairs which gives 2 repairs per tank, if i stack this with OBM will i get 4 moving repairs? or 2 moving repairs and 2 stationary repairs?

Well, being changed to TBA is more symbolic of the idea that it can be subject to change at any time, and is definitely not in.
