Unable to perform action...fails at calling in troops...

Happened in 2 separate games, most recently my last game with Tank130 and Rye. Cost me a Sherman this last time. The time before was with Wildsolus and Rocksitter, cost me only 2 pgrens with tellers. Wish I knew what was going on.

I click to call guys in(both times at start of battle, 0 on clock, one was axis defend when I was PE, other was ME), and then move on to next unit(which was also in same tab both times, not sure if that matters) and later I notice they didnt show up and check the callin, which now carries the red unable to perform actions label.
