Mhm idea:
What if Propaganda isnt bugged, but salan intended to be that way?
Once hit a permanent debuff to all units even your own?

afaik its not permanent its on 90s duration in that area

but its kind of gay that it affected friendly units

when my teammate use it and my units become weak for 90s because i charge the blob and no one was elling early enough about usage i'll rage quit

It puts down Radioactive Fallout on a large portion of the map for 90 seconds.
Anything that steps into it or drives into it for at least a milisecond is permanently affected by radiation, and has the following modifiers applied :

Range 0.1
Damage 0.1
Accuracy 0.1

Or something along those lines.

From my observation only the debuff icon, is 90 seconds in that areay, say if you have a unit that got hit, move it into the area, you have the debuff icon, move it out of the area, no debuff icon, and 90sec the debuff icon is gone from the area, however the range decrease is permanent, i had a firefly hit by propaganda war, and even after i moved it to the spawn and repaired it, attacking ground still had a reduce range, so im assuming it was still in effect.
