I don't think the +10 range at vet 3 is bring properly added to the barrage.
There are two mortar barrages under CW abilities, one is sync mortar barrage (the mortar pit) and the other sync mortar barrage 2 inch (2 inch), under the mortar section under ebps the vet is being applied to the mortar barrage not the 2 inch.
For reference, look at the hq muni upgrade, it points to the 2inch to upgrade its +7 range.
Also...it looks like the +25% area of effect isn't even there...i see nothing connected to the units that its supposed to be connected to. i see frag and precision rounds but nothing about hq munis for the vehicles.

bug is a bug
I remember having issues with changing the mortar's range too when i was working on commanders mod. so there is a good chance it is indeed broken.
