Anyways, all T4s are meant to change the playstyle of the designed company no? That's what made Tank Reapers one of my favorite T4s up until now because it was overall fun to use, I don't have much experience with Axis, and to be more specific the Panzer Elite, but I would assume it would be alright if Panzer Pioneers had Flame Nades, it kinda runs along the lines of the SE Chemical Fire T4

no, t4's are meant to make ur company better at what you're already doing. Tank reapers makes you better at killing what you already kill. therefore, rangers can kill light vehicles and light vtanks faster, atgs rape tanks, stickies take more out of tanks and have a better chance of penetrating, mines kill faster etc.

I disagree, T4's should open up new paths and/or help with already existing portions of your army.  The reason I say this is that buffing a single thing to overcompensate for one area is a mistake.  A good example or two?

ASW for old airborne.
Heat Rounds for old Blitz (and it's nerfed status currently, which does not begin to even be as good as Elite armor).
Zeal/Ferocity for old terror.
Pershing HE Rounds for current Armor, which is ridiculous when the thing can singlehandedly wipe out ATGs and 5+ squads of shreks in a few shots.
Airborne superiority, with the +1 offmaps...

There is a degree that improving something is reasonable, but when you overimprove it where it becomes just nigh silly, well doctrine design needs to give way to actual gameplay.

You can disagree but that's their philosophy, so you can disagree all you want, im just relating what they've said their goal is.
