Units off to the side that are not actively participating in your company still use up their respective pool costs. It's a long standing bug but I thought I'd point it out to be put on the official to-do list.
It's a bit annoying when you want to preserve vet units and try out a different company style.

I think it's suppose to work like that, otherwise you could preserve Vet 3 units forever without any repercussions to your company.

I might say units in storage occupy 1/2 pool (or from 5 to 3 pool for standard infantry units), as a compromise.

The 'repercussions' are that ther is (will be?) veterancy decay while in the holding area.
