I took all three advantages in manpower, and with a starting 8000 I should have 10400 manpower total, yet the company builder says I have 9200 as my total. Also, I have two advantages on munitions which should give me a maximum of 2450 munitions, yet the launcher says I only have 2300 tops.

It's cumulative, not additive.
so +400 +800 +1200.
9200 is correct.
