So vs StuG it goes from 0.65 to 0.95

Check the Modifers table. It usually lists Flat out buffs like that. Like the King Tiger's 0.8 Rec. Pen.

Having just checked the RGD's I found it in a heartbeat. the Penetration Multiplier under Target tables is just boosted by a straight 30% for each unit

No Cache costs have been fixed. There are a bunch of Upgrades that take cache when they shouldn't. Cache is intended for only certain items.
